[On May 25, 1787, fifty-five delegates from the various States met in Philadelphia to discuss the drawing up of a Constitution to take the place of the Articles of the Confederation. Washington presided; and, after a long struggle and many compromises, the resultant document was referred to the several States on September 28 of the same year. We, the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquillity, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.
